In year 2014, China-Pakistan relationship could play a major role to build a massive submarine attack power for Pakistan Navy

Pakistan could sign a deal to buy up to six submarines from China before the end of 2014, senior Pakistani government officials have told IHS Jane's.

A Pakistani government minister revealed in March 2011 that China had offered to sell up to six submarines to Pakistan although he did not specify details of the boats on offer. Western officials in Islamabad suggest that China's subsequent international marketing of the 'S20' or Yuan-class diesel-electric submarine (SSK) suggests it could be a potential option for Pakistan.

A senior Pakistani government official told IHS Jane's that "the technical details are almost done. The present discussions are mainly about the financing details". A second Pakistani government official confirmed that "the contract is in an advanced stage and discussions will not linger on for too long. Realistically, we should have a deal by end 2014".

The submarine contract would further cement China's rapidly growing role as the main supplier of military hardware to Pakistan's armed forces and fill an important gap in Pakistan Navy (PN) capabilities. The PN is known to operate five French submarines: three Agosta 90B (Khalid-class) submarines purchased in the 1990s and two ageing Agosta 70 (Hashmat-class) boats dating from the late 1970s. In 2009, the PN sought to purchase three German-built Type 214 submarines, but the plan was put on hold due to costs that at the time were reported to be in excess of USD2 billion.

Recent Sino-Pakistan contracts of potential interest to Islamabad's strategic interests include China's agreement to provide two large civil nuclear reactors to be based close to Karachi. According to Pakistani officials China's Eximbank agreed to extend a USD6.5 billion loan for the two reactors.

Additionally, the Sino-Pakistani-built JF-17 Thunder fighter aircraft is reportedly the subject of talks between Pakistan and Saudi Arabia: a potential deal that Western officials said would not be discussed without Beijing's explicit consent.

 

COMMENT

A Sino-Pakistan submarine contract will be closely watched by Western officials for any signs that may suggest progression towards nuclear-powered boats. Pakistan's defence planners consider the absence of such a platform - which they would eventually want to see armed with submarine-launched nuclear ballistic missiles - as major disadvantage in a potential conflict with India.

However, Western officials believe China will hesitate to extend such advanced technology to Pakistan given the potential for a harsh reaction from the United States and its allies.

Pakistan’s underwater force stronger than India: Report

India currently possesses seven to eight conventional submarines only while Pakistan has five relatively new conventional submarines to set up against the enemy in addition to six more advanced vessels it aims to obtain from China, The Times Of India reported.

The operational problems with the Indian Navy aggregated after INS Sindhurakshak sank at its berth in Mumbai Naval Dock after a series of explosions on August 14 killing 18 navy personnel.

“Extensive checks on weapon-related safety systems and audit of standard operating procedures (SOPs) on all operational submarines have been ordered,” said defense minister AK Antony.

The minister did not comment on the prevailing capabilities of india’s underwater combat. The Indian Navy is in service with 13 aging diesel-electric submarines only, 11 of which are two decades old. The long awaited submarine construction projects are now being pushed that are delayed due to the political and bureaucratic apathy.

As a result of international treaties, the only nuclear-powered submarine INS Chakra is also not armed with nuclear-tipped, says The Times Of India.

On the contrary, Pakistan Navy is the first force in the Indian Ocean Region (IOR) to have submarines equipped with air-independent propulsion (AIP) in the shape of three French Agosta-90B vessels.

Pakistan Submarine Capabilities

The Pakistan Navy operates a fleet of five diesel-electric submarines and three MG110 miniature submarines (SSI). Although these vessels are currently based at Karachi, it is possible that in the future some may also be based at Port Ormara. The nucleus of the fleet is comprised of two Agosta-70 boats and three modern Agosta-90B submarines, all of French design. Pakistan's third Agosta-90B, the S 139 Hamza, was constructed indigenously and features the DCNS MESMA (Module d'EnergieSous-Marin Autonome) air-independent propulsion (AIP) system. Pakistan began retrofitting the two earlier Agosta-90B vessels with the MESMA AIP propulsion system when they underwent overhaul in 2011.
 
Hangor (Daphne) Submarine
The Agosta-90B Hamza (Khalid-class) was constructed at the Karachi Shipyard and Engineering Works (KSEW). Pakistani officials and media outlets extolled the accomplishment, treating the indigenous submarine's 26 September 2008 commissioning as a significant step in the enhancement of the country's naval capabilities vis-à-vis India. It is the first conventional submarine in the Indian Ocean to feature the AIP system (in this case a 200KW liquid oxygen MESMA AIP), which allows the vessel to increase its submerged endurance for up to 3 weeks and improves its stealth characteristics.
 
Hashmat (Agosta 70) Submarine 
During the 1971 war between India and Pakistan, India effectively blockaded the port of Karachi, Pakistan's only major harbor. In response, Islamabad was able to curtail India's naval supremacy only through the use of its submarine force, which sank one Indian frigate. Drawing on these experiences and the perceived threat posed by a larger Indian Navy, Pakistan has been continuously investing in its submarine force, within the constraints posed by its economy.

An effective sea-denial capability is vital to Pakistan. Given that over 96 percent of this trade is seaborne, the Pakistan Navy and its submarine fleet is charged with protecting the country's sea lanes of communication (SLOC).
 
Khalid (Agosta 90B) Submarine
Developments in India's naval infrastructure and force posture significantly inform Pakistan's own naval planning. In February 2001, the Pakistan Navy publicly considered the deployment of nuclear weapons aboard its submarines, arguing that it had to keep pace with developments in India. Islamabad later rescinded its statement in January 2003, reaffirming Pakistan's commitment to a "minimum credible deterrence." In the wake of India's short-range Agni-I test that month, then Chief of Naval Staff Admiral Shahid Karimullah left the option open, saying that the country had no plans to deploy nuclear weapons on its submarines, and that it would do so only if "forced to." But most experts agree that Pakistan is, at the very least, attempting to develop a sea-based version of the indigenously built nuclear capable ground-launched 'Babur' cruise missile. This missile is similar in design to the American Tomahawk and Russian KH-55 cruise missiles.

Pakistan has explored options to purchase additional advanced diesel-electric submarines in an attempt to address the country's "critical force imbalance" with India, which plans to begin acquiring six French AIP-equipped Scorpène submarines at a rate of one per year in 2014. Discussions between the Pakistan Navy and Germany's ThyssenKrupp Marine Systems (TKMS) began in 2004 concerning the possible purchase of three diesel-electric Type 214 submarines equipped with an AIP system based on fuel cell technology. Although the deal appeared close to completion in 2008, it stalled over financing concerns and German political opposition to fueling an arms race in South Asia. Parallel to the negotiations with TKMS, France also attempted to sell its Marlin or Scorpène-class submarines to Pakistan, and revived discussions after Pakistan failed to finalize the contract with Germany. In May 2011, the Pakistani cabinet approved the start of negotiations with China over the purchase of diesel-electric submarines equipped with AIP.

Pakistan is planning to acquire six AIP conventional submarines


Pakistan is planning of buying six more submarines with options for joint development of future submarines with China. The reason for that is, because Pakistan is seeking for ways to strengthen its under-sea warfare capabilities.  




For now it is unknown what the class of the submarines is, but according to anonymous information Islamabad required an advanced under-sea vessel with air independent propulsion (AIP) system. This system will give the submarine the capability of staying submerged for longer and operating noiselessly.


The Co-development will not only include projecting and manufacturing, but also training of Pakistani personnel, upgrades of Pakistan Navy’s shipyard and other things. At the moment Pakistan is finalizing a deal of inducting 36 J-10 fighter aircraft from China in a deal which has an estimated worth of over USD 1.4 billion. Islamabad and Beijing are also collaborating to build an advanced fighter — JF-17 or ‘Thunder’.

India far behind Pakistan's 'powerful' Submarines: Report

New Delhi, Aug 20: The recent disaster in the Indian submarine INS Sindhurakshak that perhaps killed all 18 Navy personnel on-board has raised a pertinent question on the Indian Navy's submarine conditions as well as its underwater combat edge. According to a TOI report, currently, India can only deploy 7-8 "aging conventional" submarines against enemy forces.

The stark reality is that the Indian Navy is left with only 13 aging diesel-electric submarines - 11 of them over 20 years old. Out of the 13 submarines - 9 Kilo-class of Russian origin and 4 HDW of German-origin - are undergoing reparation to 'extend' their operational lives. The only "face saver" of the Navy seems to be the INS Chakra, the only nuclear-powered submarine, taken on a 10-year lease from Russia last year. But due to international treaties, it is not armed with nuclear-tipped missiles. With its 300-km range Klub-S land-attack cruise missiles, other missiles and advanced torpedoes, the INS Chakra can serve as a deadly hunter-killer' of enemy submarines and warships. Moreover, India has been indecisive to fit Air-Independent Propulsion (AIP) in the last two of the six French Scorpene submarines being constructed for over Rs 23,000 crore at Mazagon Docks under "Project-75". The first Scorpene will be delivered only by November 2016. On August 12, the Indian Navy launched its aircraft carrier INS Vikrant, placing India in the fifth rank, after US, Russia, Britain and France, who have the ability to design and build aircraft carriers of 40,000 tonnes and above. With a capacity to deploy over 30 aircraft and helicopters, it is considered to be the biggest aircraft carrier in India. Pakistan Navy Power: Whereas the neighbouring country Pakistan, which is continuously violating ceasefire bilateral agreement along the Line of Control (LoC) since last month, is far more more advanced and well prepared in terms of submarines. Presently, Pakistan is well equipped with five "new conventional" submarines and is considering to get six more 'advanced' vessels from its all-weather friend China. China already flexes its muscles with 47 diesel-electric submarines and eight nuclear-powered submarines. Incidentally, the Pakistan Navy is the first force in the Indian Ocean Region (IOR) to have submarines equipped with air-independent propulsion (AIP) in the shape of three French Agosta-90B vessels. The difference: The conventional submarines have to surface every few days to get oxygen to recharge their batteries in contrast with the AIP equipped submarines that can stay submerged for much longer periods to significantly boost their stealth and combat capabilities.
