Two Foe Forces, Indian and Chinese Troops to Hold Exercise First Ever

Troops from India and China will for the first time meet in a joint military exercise on the heavily manned, disputed border that has been the reason for several armed face-offs and a major war between the two neighbours. In a move aimed at building confidence among soldiers from both sides that patrol the Line of Actual Control (LAC), local garrisons will take part in a tactical exercise that would be focused on cooperation in disaster management. While the scope of the exercise is limited, this is the first time that troops which frequently track each other on patrols along the disputed border and even physically block attempts of transgression will meet for a military drill.
Senior army officials told ET that the joint exercise is expected to begin within a few weeks and the first of the series will take place on the Chinese-controlled side of LAC. Such tactical exercises are expected to become a regular feature with the next one taking place on the Indian side of LAC. The location for the first such exercise is also steeped in the disputed history of the border with Chushul being chosen for the engagement.The Chushul area saw some of the fiercest engagements of the 1962 border war and was one of the few places where Indian troops managed to thwart the Chinese push.
"The first engagement will be on disaster relief and is aimed at building confidence. Local commanders will exchange notes and the first exercise will be followed by one on the Indian side. The modalities and the date for the exercise are being finalised," a senior official told ET. Besides a small number of troops on the ground, the engagement would consist of a table-top exercise in which commanders from both sides would jointly plan operations.

China’s Neutron Bomb: An Perspective Analysis Through West Hemisphere's Attitude

Why does China develop weapons systems that it opposes? China criticizes U.S. ballistic missile defense (BMD) systems, but conducted three BMD tests of its own from 2010 to 2014. China regularly supports a treaty to ban space weapons, but has repeatedly tested an anti-satellite (ASAT) system. It is also unclear how China’s nascent hypersonic glide vehicle (HGV), reportedly designated the WU-14, might fit into its military doctrine. In general, China’s rapid military modernization and opaque defense budget only exacerbate concerns over the compatibility between China’s stated views and actual practice in developing strategic weapons.

One way to answer this puzzle is to look at history, specifically the history of China’s neutron bomb program. From 1977 to 1988 China developed a neutron bomb, more formally known as an enhanced radiation weapon. Neutron bombs are specialized tactical nuclear weapons (TNW) with reduced blast effects and enhanced radiation. Similar to the BMD and ASAT puzzles, this weapon appears incompatible with China’s stated nuclear doctrine. China’s no first use doctrine emphasizes strategic forces and responding only to a nuclear attack, whereas a neutron bomb is tactical and ideal for first use against conventional forces.

The puzzle deepens because there is no evidence that China ever deployed a neutron bomb. Declassified U.S. intelligence and Chinese press reports indicate the PRC developed and tested this capability, but give no indication of deployment. The timing is odd too, as China was impoverished in the 1970s but still chose to develop an expensive weapon like the neutron bomb. It waited until 1988 to test a final design, after relations with the Soviet Union (the presumed adversary during the program) had improved.

My new National Defense University monograph uses primary sources such as biographies of Chinese nuclear weapons scientists, press reports, and technical articles to answer these questions. These sources allow us to reconstruct the neutron bomb program’s history and assess what drove decisions throughout the program. As a case study China’s neutron bomb program contributes to broader discussions about China’s weapons development decision making then and now.

The neutron bomb case study suggests a model of a “technology reserve,” in which China develops a weapons technology to match the capabilities of another state, but defers deployment and keeps them in reserve. The longer report also considers how this model might apply to China’s decision-making on BMD, ASAT, and HGV systems. To assess the drivers behind Chinese decisions, the report uses five variables as an analytical framework:

1.     China’s strategic environment – What security concerns drove China’s decision to build a neutron bomb?
2.     The neutron bomb’s strategic value – How did Chinese leaders perceive the neutron bomb’s strategic value against likely threats?
3.     The neutron bomb’s normative value – Would a neutron bomb enhance China’s international prestige, or lead to opprobrium because of a taboo against the weapon?
4.     Resource demands – What were the political, financial, material, and personnel demands for this weapon?
5.     Technological feasibility – What were the challenges for developing and producing a neutron bomb, and how did Chinese scientists address them?

A final intervening variable is coalition politics. Champions and opponents of any weapons program can greatly affect decisions. In the case of China’s neutron bomb, General Zhang Aiping was a key advocate for the weapon. With these variables in mind, China’s neutron bomb program followed three stages.

1977-1980: Decision and Initial Research
In 1977 Chinese media followed the controversy over the U.S. decision to develop and deploy the neutron bomb in Europe. Soviet media denounced the U.S. neutron bomb as the “perfect capitalist weapon,” and pressed China to also condemn it. Instead Chinese media kept a neutral tone, making the Soviets more alarmed over Beijing’s “silence.” On September 21, 1977 Chinese General Zhang Aiping broke the silence with—of all things—a poem in the state-run newspaper People’s Daily:
Steel alloys are not strong, and
Neutron bombs are not difficult.
When heroes study the sciences intensely,
They can storm all earth’s strategic passes.
At this point Chinese leaders had already ordered initial research into the neutron bomb. Regarding their motivations, one scientist recalled Deng’s statement in 1966 “What others have already done, we also must do; what others have not yet done, we certainly must also do.” The message was clear—if other countries had the neutron bomb so should China. Some scientists initially opposed developing a neutron bomb, because they worried such a program would disrupt higher priority work in miniaturizing nuclear warheads for use on missiles. Ultimately they acquiesced, knowing they no longer held the same political clout they once had, and that Chinese leaders were prioritizing conventional instead of nuclear weapons.

1980-1984: Developing “The Second Generation of Light Boats”
In 1980 General Zhang Aiping told a member of a visiting U.S. delegation that China needed the neutron bomb against the Soviets. Chinese media also followed France’s neutron bomb development and considered it a symbol of the country’s “great power status” (大国地位). On a technical level, the weaponeers decided neutron bombs and miniaturized warheads (which they were already working on) shared enough common principles that they could combine the two programs into one. Doing so, they divided the neutron bomb problem into constituent parts, or “principles,” and solved them individually. From 1982 to 1984, China conducted five tests related to the ERW and warhead miniaturization.  These tests culminated in a successful “principles breakthrough” test on December 19, 1984, which one weaponeer described in a poem as “the second generation of light boats has passed the bridge.” It appears the “second generation” referred to neutron bombs and miniaturized warheads.

1985-1988: Pause and Reevaluation
In 1985 China halted nuclear testing for 30 months. The pause coincided with a Soviet moratorium on testing and a leadership reshuffle that neutralized neutron bomb proponent General Zhang Aiping. At this point France had also decided against deploying a neutron bomb, solidifying a taboo against the weapon. Nuclear weapons scientists were aware of the international and domestic political challenges to continuing their work. In 1986 they warned PRC leaders that the United States and Soviet Union could conclude a nuclear test ban treaty that would prevent China from modernizing its nuclear arsenal. They proposed accelerated testing to complete new warhead designs, effectively making a “now or never” argument. If China did not complete new warheads soon, it would be at a long-term disadvantage.

Chinese leaders approved the report, and on September 29, 1988, China successfully tested a neutron bomb design. Before doing so a senior weapons scientist Liu Huaqiu wrote two interesting reports. Liu argued China did not need a neutron bomb, but should test a design anyway to put in China’s “technology reserve.”           
          
Conclusions and Implications for Today
What produced the neutron bomb’s outcome of development without deployment, and to what extent do these variables apply today? Strategic concerns and PRC leaders’ desire to match capabilities were key to the initial decision. Zhang Aiping’s political rise and scientists’ “principles” approach sustained the program, but later a receding Soviet threat and Zhang’s retirement stalled it. Yet despite these setbacks, scientists’ argument of “now or never” compelled Chinese leaders to test a final design to keep in a “technology reserve.” The case study also helps frame analyses of other states’ nuclear weapons programs. For example, the scientists’ “principles” approach demonstrated how a state with limited resources may approach development of a complex weapon system.

This case study’s framework and final model are useful for discussions of China’s current weapons systems under development, such as its HGV. HGVs glide through the atmosphere at hypersonic speeds and could be more survivable against BMD systems. Possible drivers for developing this system include its strategic value if the PRC believes the system can defeat U.S. missile defense systems and the normative value of being first to develop an advanced system. Future analyses could include assessments of coalitions advocating the weapon and its technological principles. An immediate recommendation is that instead of panicking over such systems, such as Soviet media did in reaction to China’s neutron bomb, calmer assessments are more constructive.

The longer report covers in greater detail the variables, program specifics, personnel, and conclusions. A good final note here concerns methodology on two fronts. First, the analytical framework of variables facilitates the systematic assessment of drivers throughout the program, and is useful for contemporary analysis of other advanced weapons programs. Second, Chinese primary sources ranging from biographies to social media can be incredibly valuable for deciphering China’s decisions on weapons programs. These points should be useful for today’s China hands and nuclear wonks tackling other security puzzles.

Former Chinese General Says Force An Option in 'Taiwan Problem'

BEIJING — An army general has warned that China will not leave the Taiwan problem “unresolved for a long time,” after the island’s Beijing-friendly ruling party suffered a bruising election defeat, a state-run newspaper said.

Liu Jingsong told the annual conference of the Global Times newspaper that the Chinese government would not be afraid to use force to resolve “the Taiwan issue,” the Chinese-language paper reported Saturday on its website without specifying further.

“The Taiwan issue will not remain unresolved for a long time. We will not abandon the possibility of using force; according to the law, it is also an option to resolve the issue by military means if necessary,” said Liu, a former president of the influential Chinese Academy of Military Sciences.

He retired from active service with the People’s Liberation Army in 1997.

“Whoever has political power in Taiwan, the only path (for the island) is to preserve the development of peaceful relations between the two sides of the strait, and eventually to bring about reunification,” the general said.

Taiwan and China split in 1949 at the end of a civil war, but Beijing still claims the island as part of its territory awaiting reunification — by force if necessary.

Taiwan’s ruling Kuomintang (KMT) was dealt a crushing blow in local polls in late November when it lost five out of six large municipalities on the island, prompting Premier Jiang Yi-huah to resign and President Ma Ying-jeou to step down as KMT chairman.

The KMT’s move to forge warmer ties with Beijing, and its perceived secrecy in forging deals with the mainland, was one of the core issues at stake in polls seen as foreshadowing the 2016 presidential race.

In face of the recent shakeup in Taiwan’s political landscape, China “should not fear the storm” and has formed “new judgments and countermeasures,” the Global Times paraphrased Liu as saying.

In March and April this year Taiwanese students staged a mass three-week sit-in in the parliament building in Taipei in protest at a proposed trade pact with the mainland.

Tense relations with China have warmed since Ma was elected in 2008 on a platform of improving cross-strait ties and reviving the slowing economy.

But with rising public anxiety over China’s influence on the island, sentiment has turned against the Beijing-friendly approach. Voters say trade deals have been agreed in secret and not benefited ordinary Taiwanese people.

The opposition Democratic Progressive Party (DPP) has traditionally been skeptical over closer ties with Beijing and has criticized the KMT for lack of transparency over trade deals with China.

The KMT denies any secrecy over deals with China.

India Must Prepare For A Two-front War: NSA Ajit Doval

India has to be prepared for a two-front war and build deterrence that ensures conflict is not an option for its adversaries, said National Security Advisor (NSA) Ajit Doval, while speaking on future threats at the Hindustan Times Leadership summit on Saturday afternoon.

“India has two neighbours, both nuclear powers (which) shave a strategic relationship and a shared adversarial view of India,” the NSA said. He also confirmed that the government had received reports of Chinese personnel working in Pakistan Occupied Kashmir (PoK) to build infrastructure and New Delhi had already expressed concern to Beijing and Islamabad.

Taking a cue from former foreign secretary Kanwal Sibal, who was chairing the talk, Doval expressed concern at Pakistan’s continued use of terrorism as a part of its foreign policy. “Pakistan’s inter-Services Intelligence (ISI) can bleed India but it cannot “degrade a strong civilisational nation like us,” he said.

However, the NSA expressed optimism that India has been able to engage both countries and “economic inter-dependence” can prove to a frame work to build peace in South Asia.

But clearly the NSA was keen to reinforce Prime Minister Narendra Modi’s plans for a new economic paradigm. “Economic development is the best way to ensure security and a 9% growth will make us totally secure,” Doval said. According to the NSA “a strong economy is the surest means of protecting the country and creates vested interests which will ensure India’s protection.”

Echoing Prime Minister Narendra Modi’s call ‘Make In India’ Doval stressed on the need to put manufacturing on India’s highest priority. “We have a strong decisive government, considerable clout in the international arena and world calls human resources.

Doval, a former Director, Intelligence Bureau, and a much decorated intelligence office also provided context for Prime Minister’s diplomatic whirlwind taking him to the US, Australia, Myanmar and Fiji besides engaging South Asia with vigour. “In a changing world order India is engaging powers who have conflicting views. So we engage China and Japan as well as Russia and the United States.” The reason for this sustained engagement is driven by the fact that India’s economic engagement with the rest of the world had grown from 14% to 40%.

Covering a slew of issues that has dominated India’s security concerns, the NSA also underlined the Modi government’s focus on emerging technological threats from cyberspace. “We are seized of it, we have huge experience, scientific capabilities but we have have lost out on technical issues. Root servers are in other countries, mostly in the USand even private corporations have become very powerful,” he said.

With cyber space emerging as an engine for powerful economic growth,the government will continue to keep a sharp eye on it, the NSA assured.

V750 Vertical Take Off and Landing Tactical Unmanned Aerial Vehicle has a maximum takeoff weight of 757 kg and it can carry payload of over 80kilograms.

Production line images indicate that Chinese are confident in V750 and it is ready to compete in open market.

ZBD05 Tracked Amphibious Infantry Fighting Vehicle

Previously known as the Advanced Amphibious Assault Vehicle (AAAV) The vehicle is developed from the ZBD/Type 04 infantry fighting vehicle chassis but is now a completely separate vehicle. The ZBD04 chassis has been extended slightly at the rear and an extended bow section similar to those on the Type 63C amphibious armoured personnel n extended bow section similar to those on the Type 63C amphibious armoured personnel carrier and the Type 86 amphibious infantry fighting vehicle.
The large bow wave plate is hinged and hydraulically extended when the AAAV is in the water. When stowed it lays across the bow and glacis plate providing another layer of frontal protection.

The ZBD05 carries a two man turret with components from the Ukrainian Shkval turret. The turret mounts a 30 x 165mm automatic cannon, coaxial Type 80 7.62 x 54mmR machine gun, two Hong Jian-73C ATGM launchers, one on either side of the turret and eight 76mm smoke dischargers.

ZLT05 Tracked Amphibious Assault Gun

The ZLT05 Tracked amphibious assault gun uses a slightly modified turret from the Type 03P amphibious tank on the ZBD05 hull. There is a co-axial Type 80 7.72 x 54mm machine gun and cupola mounted QJC-88 12.7 x 108mm heavy machine gun and eight 76mm smoke grenade dischargers.
The 105mm gun has an effective range over 2,000m against armour, where presumably its HEAT round can penetrate between 460 and 500mm of steel armour plate or between 1 and 1.5m of steel reinforced concrete. The turret face is claimed to stop a 25mm AP round of unknown type at 1,000m and the turret rear and hull glacis plate can stop a 12.7mm AP round at 100m and the entire vehicle hull is proof against 7.62mm AP rounds. The turret roof can stop a 7.62mm ball round.

Its the "Chinese Hell Fire AGM114"

The news of PLA's 6th LH Regiment, Guangzhou MR, test fired the Red Arrow ADK-10 ATGM against "sea targets", (the Chinese HellFire AGM114) was widely reported by the Chinese media back on July 11th, it takes several days before a watered-down version of the same article is released in English.

The ADK-10 is normally associated with the WZ-10 attack helicopter program, but judging from this CCTV report, it seems that the PLA LH is retrofitting it to the WZ-9 fleet as well.

The aviation force of the Army of the Chinese People's Liberation Army (PLA) conducted new weapons and ammunition combat power generation drill on July 10, 2011.

At 09:00, 18 armed helicopters entered the pre-determined air space.

The armed helicopters first launched chaff bombs from the sky at a low altitude less than 100 meters, and then fired multiple rocket shells and laser-guided missiles successively in the state of level flight. All the rockets and missiles hit the targets on the sea surface.

Sun Delong, deputy director of the Army Aviation Department of the PLA General Staff Headquarters, told the PLA Daily that during this drill, the army aviation troops tested tactics apt to be used in real combats such as tactical strikes by four helicopters in quick turns and launching of new-type laser-guided missiles by two helicopters with ground irradiation, which improved the maximum operational effectiveness of the helicopters.
