Bangladesh Commissioned Second USCG High Endurance Cutter

The Bangladesh Navy (BN) received in early May its second high endurance cutter from the United States Coast Guard (USCG), during a handover ceremony on Coast Guard Island in Alameda, California.

Decommissioned in February 2015, the 378 ft ex-CGC Rush was transferred as the frigate BNS Somudra Avijan under a Foreign Military Sales (FMS) excess defence article (EDA) grant.

In service with the USCG, Rush conducted a variety of roles, including operations during the Vietnam War, counter-narcotics patrols in Central and South American waters, fisheries enforcement, and in various SAR missions.

BN spent around $12 million on maintenance, equipment installation, and crew training (provided by former Rush crew members) prior to the ship's departure from Alameda in September 2015.
" Somudra Avijan is the 44th vessel to be transferred to Bangladesh in the last five years under the FMS programme," said coastguard international programmes office director Tod Reinert.

Even though BNS Somudra Avijan and sister ship BNS Somudra Joy (ex- Jarvis ) are ageing and well-used platforms, the BN is adept at retaining such vessels in operational service beyond design life - something noted by USCG officials. "They have processes and procedures that work very well," said an official, with sustainment practices focusing on issues like maintenance, training, and subject matter expertise.

Speaking at the transfer ceremony, United States Ambassador to Bangladesh Marcia Bernicat remarked that the partnership between the USCG and the BN is emblematic of the bonds that exist between their parent countries. "Our maritime security co-operation is stronger than ever," said the Ambassador.
Bangladesh's naval chief Vice Admiral M Farid Habib said, "These two ships will be deployed not only for ensuring good order at sea, but will also be utilised for achieving common goals of both countries like combating maritime terrorism and various unconventional threats. Moreover, they will also be used for peace support operations around the globe." He added that the transfer of the second ship enhanced the BN's operational capability "many fold".

Critical design review for Aselsan TF-2000 frigate radar prototype nears completion

The X-band multifunction radar (MFR) testbed being developed by Ankara-based systems and sensor house Aselsan for Turkey's future TF-2000 air-defence frigate programme will achieve a key milestone in the coming months with the completion of its critical design review (CDR).

The CAFRAD (Çok Amaçli Faz Dizinli Radar) demonstrator is being built under a contract awarded by the Turkish Ministry of Defence's Undersecretariat for Defence Industries (Savunma Sanayii Müstesarligi - SSM) in May 2013.

Speaking to IHS Jane's at the IDEF exhibition in Istanbul on 5 May, an Aselsan spokesperson said the demonstrator, a scaled prototype that will serve to de-risk and demonstrate MFR technologies for the future TF-2000 air-defence frigate, began its CDR phase in September 2014 and this would complete in August.

Chinese PLAN's Military Options For Civilian Cargo Ships

The People's Liberation Army Navy (PLAN) is looking for new ways to expand its maritime logistical capabilities. While the PLAN has focused on both denying enemy naval forces access to waters near China, as well as operating in said water, China needs a significant maritime transport capability to move forces and materials that can decisively influence events on lands separated from the Mainland by oceans. This can be achieved with both specialized platforms, as well as through ships taken up from trade (STUFT), which is the practice of naval forces adding merchant marine ships to their order of battle in wartime.
"H1138", built at Huangpu Wenchong shipyards in its first military contract, is China's answer to the U.S. Mobile Landing Platform, which allow for larger and cheaper platforms to stage amphibious operations involving hovercraft and other amphibious/littorial vehicles, compared to conventional amphibious warfare ships. The H1138 is 50,000 tons, with a deck area of almost 4,000 square meters.
The "H1183" is a 50,000 ton displacement cargo ship with a giant staging platform installed at its waterline, which can accomodate a wide variety of hovercraft, helicopters, fast craft and armored fighting vehicles. Soon after its May 2015 commissioning, the H1183 was spotted carrying a Zubr class heavy amphibious assault hovercraft. The H1183 was launched by Huangpu Wenchong Shipyard, as the smaller Chinese equivalent to the U.S. Mobile Landing Platform. Its 33 meter by 120 meter submergible platform is large enough to carry up to three Type 726 hovercraft, which can transport one main battle tank from sea to land. MLP type vessels are intended to complement traditional landing platform docks by providing additional, cheaper sealift capacity for seabasing away from existing land bases, peacetime prepositioning, special force operations and disaster relief.
A Soviet designed Chinese Zubr hovercraft is carried by hull "H1183" MLP. The H1183 can carry multiple Zubrs, each of which can travel 60 knots over water, carry 150 tons of tanks, artillery and infantry, and is armed to the teeth with Gatling cannons, hundreds of 140mm rockets, MANPADS missiles and mines. MLPs could carry these gigantic attack hovercrafts to anywhere in the world, without being restricted by the Zubr's 300 mile range.
On June 17, Chinese government issued orders for civilian shipbuilders to ensure that five types of civilian ships, container, roll-on/roll-off, multipurpose, bulk carrier, and break-bulk cargo carriers, will be technically compliant for emergency mobilization during wartime. The official China Daily newspaper notes that the Royal Navy took similarily advantage of augmented civilian shipping during the Falklands War. Additionally, the U.S. military used Special Middle East Shipping Agreements to book air cargo space during the Gulf War.
China has one of the world's biggest shipbuilding industries by volume, which produced 39.05 million dry weight tons in 2014.
These technical changes will likely include the ability to install military grade communications and defense systems when needed, as well as stronger damage control mechanisms such as additional firefighting equipment. Such militarized new ships would likely be used not for limited skirmishes in the South or East China Seas, but rather in support of sustained maritime, amphibious and regional power projection campaigns, such as around the Taiwan Straits, Gulf of Aden or North Korea. Given China's status as one of the world's largest shipbuilder by displacement, including those five categories of transports, and a large merchant marine fleet, the PLAN will not come up short when mobilizing immediate SHUFT capacity.
While most people would be familiar with RO/RO ferries and transports as a way to get across the English Channel, or onto Nantucket, the PLA uses mobilized RO/RO ferries as a way to cheaply and quickly move troops and vehicles by sea.
Roll-on/roll-off (RO/RO) carriers are especially interesting given that while they normally transport cars and other automobiles, which drive onto and drive off of them at ports. As shown by U.S military practice during the Gulf Wars, RO/RO carriers can be easily mobilized to dock at a captured or friendly port to quickly drop off a battalion from its ramps. If Chinese amphibious or special forces capture an enemy port, a RO/RO carrier could be brought in to quickly disperse mechanized infantry to seize the surrounding city in a rapid campaign. RO/RO carriers would also allow for the speedy deployment of follow on logistic equipment, and anti-access systems like surface to air missiles. \While China's global economic and infrastructure projects are primarily motivated by civilian concerns, it would be likely that the PLA would mobilize them for wartime usage. 
WZZ51/Type 92 armored personnel carriers, armed with 25mm autocannons, quickly roll onto a commandeered RO/RO ferry during exercise. A properly trained battalion of several dozen tanks or other armored vehicles could exit a RO/RO ferry in half an hour, to launch a rapid amphibious attack.

The Type 055 Destroyer: A True Multi-Role Surface Combatant For Peoples Liberation Army Navy

The Type 055 destroyer is a class of guided missile destroyers being developed in China for the People's Liberation Army Navy Surface Force. There have been two versions of the Type 055, the first one was a much earlier proposed destroyer design that was eventually cancelled, and the other is a modern design using the same "Type 055" designation according to many internet claims, which has yet to be verified by official or independent sources.

The Type 055 was originally a proposed project in the late 1960s order titled “Recommendations on Building Oceanic Escort Ships”, but its progress was seriously delayed due to political turmoil in China at the time, namely, the Cultural Revolution. It was not until more than half a decade later in 1976, the year the Cultural Revolution ended, was the requirement of the ship finally completed and issued. At the time of its appearance until its final cancellation, the Type 055 was the second air defence ship of PLAN, after the Type 053K Jiangdong class frigate. The standard displacement of Type 055 design was in excess of 8000 tons.

Even as the requirement was completed, it was flawed with unrealistic standards that were way beyond the scientific, technical, and industrial capabilities of China at the time due to the influence of the Cultural Revolution. For example, the sea-keeping requirement mandated that the ship should be able to navigate anywhere in the world except polar regions, but this conflicted with combat requirement: China lacked the capability to develop any multifunctional radar, so separate radars were needed for different tasks. The Type 518 radar was needed for long range early warning / surveillance, the Type 381 radar was needed for 3-D air search / track, and each gun and missile needed its own fire control radars. In addition, there was need for navigation, surface search, and helicopter control radars as well. The Type 518 radar itself would effectively negate any possibility of meeting the sea-keeping requirement because its antenna of 8.5 meter diameter weighed 4.5 ton, and must be installed on a mast of at least 25 meters, thus severely restricting wind scale and sea state allowed for safe navigation of the ship. However, reducing the weight of radar antenna would lead to the great decrease in performance, thus not meeting the combat effectiveness requirement.

The problem is further exasperated by the problem of the ship being top heavy: due to the fact each electronic system was single function only, numerous of them were needed to meet the original requirement, resulting in a total of 22 radars and 33 communication gears, which in addition to heavy weight, also generated the problem of electromagnetic compatibility (EMC) problem, so bad was the EMC problem that the missile control system could not function properly when everything was turned on, potentially causing missiles to be accidentally launched.

After the Cultural Revolution ended, the strenuous design requirements of the Type 055 that was settled during the Cultural Revolution went through re-evaluation, as with most projects of that period, and difficulties revealed in the design requirement review caused the criteria to be drastically revised and scaled back. There was later a modernisation plan to adopt British subsystems including combat data system, Sea Dart surface-to-air missiles (SAM), and Rolls-Royce Olympus TM3B high-speed gas turbines propulsion system used on the Type 42 destroyer. However efforts to incorporate British systems did not materialize, and just like the Type 051S destroyer, the Type 055 project was finally cancelled in the early 1980s, under the order of then commander of PLAN Liu Huaqing.

Since late 2012, Chinese internet websites circulated discussion of a new class of PLAN destroyers was being designed as the successor of the highly successful Type 052D destroyer, using the same "Type 055" designation as the cancelled project from the 1960s.

Photos appearing on Chinese websites in 2014, revealed that a Type 055 shore integration facility was being constructed at the Ship Design and Research Center (701 Institute) of CSIC at the Wuhan University of Science and Technology. The mock-up facility has been extensively used for testing of electronics and systems for the destroyer program, and shown to be integrated with a Type 346/348 series radar and an enclosed mast similar to Advanced Enclosed Mast/Sensor on European ships. There is speculation that the Type 055 may also have an L-band radar installed on the aft section of the ship similar to the SMART-L system. The class is expected to be armed with 112 to 128 vertical launch missile cells that can fire antiship missiles, ASW missiles, land-attack cruise missiles or SAMs.

In late December 2014, a photograph appeared on the internet indicated the first cut of steel ceremony at a Chinese shipyard. If the image is accurate, construction of the first unit has begun.

U.S. media sources have speculated that the Type 055's power and strength could make it on-par with the latest U.S. Navy Aegis warships. Some U.S. sources predict the Type 055 could carry 128 missiles, be able to carry out in-depth strikes through cruise missiles to protect its task force's airspace, and might be equipped with electromagnetic railguns and laser weapons in the future. The semi-official PLA Daily, published an article however stating the class is not a "game changing" vessel as it's not much larger than contemporary Russian, Japanese, or American destroyers, and will only be equivalent to the U.S. Arleigh Burke-class destroyer or Japanese Atago-class destroyer.

From the Chinese TV news this is now spectacularly confirmed that first of total three "Type 056" Corvettes are launched for Bangladesh Navy. This type would significantly enhance Bangladesh Navy's operational capabilities within the "brown & green" waters of the Bay of Bengal.

PAF To Get Extra Military Hardwares From USA

A recent post from defence.pk suggests that Pakistan will get some crucial military hardwares from various US sources. These includes:

A devastatingly handsome (and lethal) beast, AH-1Z Viper attack helicopters.
It is likely that Pakistan will exercise the option for the total 18 extra F-16s or buy more surplus ones from the US. Many would say this as the diplomacy of the COAS, but still there something to observe.  Pakistan those AH-1Z Viper attack helicopters, because for both type of war scenario of Pakistan Army, in the east or north-west, they need these attack birds very urgently. 

Recently Pakistan approaches firmly with Russian firms to acquire Mil Mi-35 HIND-E attack choppers in a countable number from Russia.

Greece To Ask U.S. for Two Arleigh-Burke Destroyers: A News From Last Decade

Less than three years after the retirement of the Themistoclis, the last Charles F. Adams-class guided missile destroyer, the Hellenic Navy is ready to officially request two newer vessels from the U.S. Navy. 
 

Navy officials have prepared and will soon send a letter of request for a pair of used Arleigh Burke-class guided missile destroyers under a government-to-government agreement, said Navy Capt. Stefanos Gikas, a spokesman for the Ministry of Defense here. Details about schedule, cost, transfer conditions and weapons would need to be worked out.

“The response of the U.S. administration in the letter of request will be the decisive factor for the implementation of the program,” a high-level Hellenic Navy official said. “What can be said at this initial stage is that the number of the ships should eventually increase to three or four; only at this force level would the introduction of a highly capable and complicated weapon system be worth the initial investment.”

Greece also is asking the United States for four Osprey-class mine-warfare ships and a number of P-3C Orion maritime patrol aircraft. “All these requests will be managed in the framework of the Greek-U.S. Defense and Industrial Cooperation agreement, which governs the military relations of the two allies,” Gikas said.

The destroyers, which carry the Aegis weapons system, are far more capable than anything in Greece’s current fleet. Adm. Panagiotis Chinofotis, chief of the Hellenic National Defense General Staff, said the Burkes would improve Greek and NATO capabilities by:

• Increasing the interoperability of the Greek military and NATO allies.

• Giving Greece a tactical ballistic missile defense capability, thereby allowing the country to participate more actively in similar allied efforts.

• Strengthening NATO’s southeast region, where hot spots and increasing asymmetric threats have drawn more and more alliance attention over the last decade.

• Helping Greece participate in allied missions overseas.

Chinofotis emphasized that “the transfer will also signal the expansion of the Hellenic-U.S. cooperation in the armaments field and the strengthening of the bonds between the two navies, which are more than 100 years old,” he said.

The transfer of the Burkes also may affect the Hellenic Navy’s effort to buy new frigates, the service’s largest program. A proposal to buy one ship with an option for a second is being included in the preliminary drafts of the next five-year unified armaments procurement plan — known as the 2006-10 EMPAE.

The frigate effort will replace the corvette program that was canceled because of excessive costs in November 2002. Some 588 million euros ($722 million) had been planned for the corvettes in 2006-10.

“The picture will become less obscure when the formal process for the 2006-10 EMPAE starts,” the Navy official said. “Until then, everything is a matter of speculation and alternate options.” But he said Greece was determined to maintain a fleet of 14 major surface combatants.

The Navy now operates four Hydra-class (German MEKO-200HN) and 10 Elli-class (Dutch Standard) multipurpose frigates. Six of the Ellis are getting a midlife upgrade under a 386 million euro contract awarded in 2003 to Thales Naval Nederland, Hengelo, the Netherlands, and Hellenic Shipyards, Skaramanga, Greece. A midlife upgrade for the Hydras will begin in 2010. •

Zhonghuashendun: Chinese "Aegis" Destroyers

Ships of Class (Type 052D)

Chinese media informally designate the Type 052D as "Zhonghuashendun / 中华神盾" which means "Chinese Aegis". The new destroyer is equipped with a flat-array AESA radar, a 64-cell VLS and modern long-range anti-air missiles. The destroyer is expected to have capabilities similar to those of a U.S. Navy Arleigh Burke-class destroyer. 
There is speculation that the radar systems on Type 052D destroyers are able to detect stealth fighter aircraft, particularly the American F-35 Lightning II. Russian sources claim the ship's AESA radar can detect, track, and launch weapons against the F-35 at a range of 350 km (220 mi; 190 nmi). The range may be exaggerated, given the ship's HQ-9B SAMs have an estimated effective range of only 200 km (120 mi; 110 nmi), but it may be capable of detecting the F-35 if the Type 346 radar is an S-band radar like the American SPY-1 radar. 
Tactical stealth fighters are optimized to be undetectable from higher-frequency radar bands such the C, X, and Ku, but features like the tail-fin may make it susceptible to lower S or L-band frequencies. Even so, much depends on the distance between the ship and aircraft and the strength of the return of the omni-directional signal, meaning a target may not be picked up at a tactically significant distance. L-band and most S-bands have resolution cells that cannot generate quality targets for weapons tracking, even if it is detected. 
However, the SPY-1 and Air and Missile Defense Radar operate in higher frequency portions of the S-band and are able to generate weapons quality tracks, so Chinese systems could be similar. China is also suspected to be reducing the size of the large radar resolution cells by connecting multiple low-frequency radars through high-speed data-networks, which has the potential to refine resolution enough for tracking a missile to the target

3 In A Row, New Chinese 052D Destroyers

After commissioning the first Type 052D earlier this year, three more 052D destroyers have been launched, awaiting their final electronics fitting and eventual commissioning.

The first Type 052D DDG, the Kunming, has already entered into PLAN service in March 2014. The second 052D, on the left, may enter service in the second half of 2014, while the two less completed destroyers to its right, will be commissioned in 2015. In service, the 052D destroyers’ likely missions could range from anti-piracy patrols to aircraft carrier escort to air defense for Chinese civilian activities like oil drilling rigs. 
 
In the past decade, the People's Liberation Army Navy (PLAN) has built up a formidable area air defense capability, with an eye on deterring attack by enemy carrier groups and anti-ship missiles. While the ship’s powerful Type 346A radars provides for an air defense role, the 052D's modular vertical launch systems also gives it powerful land attack and anti-submarine capabilities. In addition, the Type 0346A radar and other sensors give the 052D vast intelligence gathering capabilities, which is vital for anti-access/area denial operations. 
The first 052D destroyer, Kunming, sails in the waters of Qingdao, China. The 052D is distinguished by the powerful Type 346A radars located under the bridge, and 64 vertical launch system cells located forward of the bridge and in the middle of the hull. 
 
It is expected that at least 12 052D destroyers will be built before production shifts to the projected Type 055D multi-role cruiser. The rapid production of the 052D is indicative of China's commitment to building a modern “blue water” navy. What is even more illustrative about China's determination is that the mass production of the 052D overlapped with the production run of the 6 less advanced 052C destroyers. The fact that the PLAN has chosen to rapidly produce both the 052C and 052D DDGs instead of waiting and concentrating on only one class of advanced warships demonstrates Chinese confidence in both its warship technology and the urgency to quickly develop multirole surface warships in the context of an Asian arms race.

Comparing Type 056 to LCS

With the recent induction of 056, a lot of comparison has been made between 056 and LCS. The comparisons are understandable. Both are just entering services. Both are expected to be built in large numbers and are also considered to be the lower end ships of their respective navy. 

Type056 and Type 054A Comparison

In many ways, their comparison stops there, because Type 054A would be more comparable to LCS just based on the size and dimensions of the ships.

I want to break this down to two sections: 

The differences in capabilities/cost between the two classes of ships and what that tells us about the two navies.

First of all, despite both ships are designed for littoral operations, one is designed to operate in its own waters, whereas the other is designed to operate in enemy waters. 056 is supposed to replace 053 and 037 in the role of patrolling coastal waters. 

For ASW role, Type 056 carries one Harbin Z-9C Helo

It's equipped with enough strike power to conduct ASuW against other regional navy. With some modification, it can also be useful in ASW operations in the littoral waters. On the other hand, LCS is suppose to be faster, stealthier, far more modular and capable of operation in other country's littoral waters. USN has no need for something like 056, since it faces no foreign naval threat within its coastal waters. For any issues like smuggling, piracy and drug trafficking, it should be up to coastal guard to protect. 

 Current Core Mission and Combat System

At the same time, China has no need for a littoral ship as large or fast as LCS, because it really has no need in the near future for a ship built specifically to fight in the littoral waters of a non-neighboring country. While most of the mission packages for LCS have yet to finish development, LCS will be capable of ASuW, ASW, MCM and special ops once that does happen. You might see more dedicated ASW or ASuW variants of Type 056 coming out, but each ship is really not expected to be doing more than one task.

LCS Corrosion Protection

As a result of this difference in roles and size of the ship, there is also a large gap in the cost of the ship. Each LCS cost over $400 million to build and equip. That's about twice as much as the cost of a Type 054A. Type 056 is expected to be a much cheaper ship than Type 054A, since it's much smaller.

My current estimate for Type 056 is around around 60 million just based on the cost of Type 022, Type 054 and equivalent sized cutters (which run for about $15 to 20 million each). The relatively low cost of this should explain why China is able to build so many units in such short time while also build numerous other classes at the same time. If this cost more, China would not be able to use it to replace all of the old Type 053 and 037 ships. Despite the recent austerity in USN and the higher cost of American shipbuilding, USN still has a far higher budget than PLAN, so it could afford more expensive ships.

Systems & Sub-Systems of Type 056:





The size of crews also show us interesting things about the two navies. I think the crew size for LCS is supposed to be at most 75, whereas the much smaller 056 is expected to have 60 to 70 crews (even that is a reduction to 1/3 of Type 053). Even though Type 056 is far more complex and automated than the ships it is replacing, it's probably safe to say that it still lags modern Western ships. I think a large part of that has to do with the greater number of service personnels at the disposal of PLAN. Even with the rising labour cost in China, I think it's safe to assume that the compensation for a USN sailor is far higher than that of a PLAN sailor. Another part to look at is the huge leap facing sailors who are accustomed to operating a low tech ship like type 037 (I was told no training is required to be on that ship) to type 056.




It's simply unrealistic to expect someone who has operated on Type 037/053 for their entire life to be able to be competent on something like LCS. As PLAN continues modernization, this expected improvement in software is often overlooked when one looks at the new ships that are coming out. The cost of training crew members will also go up as ships become more and more complicated.

Another interesting thing is the choice that the two navies made in developing these two ships. LCS is a ship expected to be modular enough to be able to easily reconfigure for different roles by changing to different mission packages. I expect different variants of Type 056 to come with each variant built with specific role in mind. Similary to Type 037, I would expect to see a Type 056 emphasize more toward ASW and one more emphasized toward patrol and another more emphasized toward ASuW. At the same time, LCS had the requirements to be able to travel at faster than 40 knots and also be extremely stealthy. It certainly pushes the technological envelope, whereas Type 056 does not. LCS is not only a new ship design but also requires new weapon system. Whereas PLAN rarely builds a shipping class that requires leap in both the ship design and its weapon system. I think this shows the background of both navies. 

Focusing Features of USN LCS:


USN always had a lot of money to spend, so it is willing to press for that additional performance on the newest ships in the face of budget overruns and delays. In comparison, PLAN had very little money back in the days and most of its programs was canned in the 80s and 90s due to lack of funding. So as a result of this, it has always been more conservative in incorporating improvement from one shipping class to the next. Compared to USN, PLAN is more frugal in the development of new ships and the management of its existing fleet. As an example, Type 052 underwent modernization recently, but the old HH-7 SAM was kept around instead of being replaced by more advance HQ-10 SAM. PLAN has a large stock of HH-7 missiles in stock and did not want them to go to waste by removing them from the ships undergoing modernization. It will be interesting to see how the perspectives of the two navies change in the future as PLAN continues to get more funding whereas USN starts to face austerity.
