Beijing's imposition of an air defense identification zone is only one part of the struggle over the future of Northeast Asia.

So far, much of the discussion of China's air-defense identification zone (ADIZ), a new law requiring foreign aircraft to notify China when they fly over a designated region in the East China Sea, has centered on Beijing's motivations: What is China trying to accomplish by instituting the zone? And, considering that it triggered immediate opposition from the United States and Japan, was this decision a mistake?

These are important questions, but it's worth zooming out and considering the more fundamental causes for tension in Northeast Asia. Here, the issues become more complex. Is China's aggression caused by a new president trying to establish his legitimacy? Or is it, instead, an attempt to capitalize on domestic anti-Japanese sentiment? Does the conflict reflect how pre-World War II history continues to shape contemporary East Asian relations? Or is it a scramble for the rich energy resources that supposedly lie inside the disputed waters?

The answer to each of these questions is, unhelpfully, yes. And that's what makes the present conflict in Northeast Asia so difficult to resolve.
 
The territorial dispute between China and Japan, concerning a group of islands called the Senkakus in Japanese (and the Diaoyu in Chinese), is hardly unusual in a crowded region with many competing interests. Since the establishment of the People's Republic in 1949, China has resolved border disagreements with nearly all of its neighbors, but still has outstanding disputes with India (over Arunachal Pradesh) and several Southeast Asian countries (over the Spratly and Paracel Islands). Japan, too, is engaged in an ongoing spat with South Korea over the Takeshima Islands, known as Dokdo in Korean.
 
The disagreement over the Senkaku/Diaoyu islands began in 1971, when, after sovereignty reverted from American to Japanese control (a legacy from the postwar Treaty of San Francisco that gave the U.S. jurisdiction over some Japanese territory), both China and Taiwan claimed ownership. But it is only in the last decade that the conflict has escalated beyond a regional issue and has attracted widespread international concern. Why has the island dispute turned into such a problem?

The Senkaku/Diaoyus are a chain of islands and rocks in the East China Sea that, since Japan's discovery of them in the 1880s, have never been inhabited. In the late 1960s, a geological survey determined that the waters surrounding the islands likely contain vast deposits of oil and natural gas, and, though this energy potential has yet to be realized, Beijing and Tokyo have a strong incentive to claim it for themselves.
 
No countries in the world import more fossil fuels than China and Japan. For the Chinese Communist Party, whose legitimacy depends largely on enabling fast economic growth, oil and natural gas imports are essential in fueling fixed-asset infrastructure and the country's expansion of private car ownership. More domestic resources would allow the country to disengage from potentially unstable oil exporters such as Iran, Sudan, and Venezuela. (The same logic, of course, explains interest in the U.S. for Alaskan oil drilling and hydraulic fracturing.)


Japan faces a different calculation. Over the last few decades, the country moved away from oil and natural gas imports, but the 2011 Fukushima nuclear disaster caused the Japanese government to shut down all 50 of its nuclear reactors and rely on fossil fuels to compensate.
But the present military brinkmanship over the ADIZ seems to be an overreaction to a trade issue that, presumably, could be negotiated. According to Shihoko Goto, a Japan expert at the Wilson Center, "For both Japan and China, this has gone far beyond the question of who has access to the blue water, oil and other natural resources. This is about history."

Anka May Lose Its Engine

It looked entirely like any other business takeover between the Chinese and Germans with no relevance to Turkey. But the news that a Chinese group had acquired the troubled German maker of aircraft engines means Turkey must now find a new engine supplier for its first indigenous unmanned aerial vehicle (UAV), the Anka.

Turkish officials and the Anka team are now worried that Chinese group Avic International’s acquisition of Thielert, a bankrupt German maker of diesel engines for aircraft may further delay the Anka which would otherwise have been powered by Thielert’s Centurion engine.

Turkish Aerospace Industries (TAI) which develops the Anka had ordered the Centurion for a batch of 10 aircraft. Now TAI must look elsewhere to find a new engine to power the Anka.

The ANKA is a medium-altitude long-endurance MALE-category drone. Such UAVs usually operate for 24 hours at an altitude of 10,000 feet.

ANKA, meaning Phoenix in English, is the first MALE-type UAV to be produced by TAI. One of the prototypes crashed during a test flight in September but several other flight tests have been carried out successfully.

ANKA+, another version of the ANKA, calls for an armed vehicle, using a rocket attached to its body and sensors.

An engine maybe developed to replace


“An immediate replacement could be a difficult task,” a TAI official said. “We may, though, ask TEI (TAI’s sister company that manufactures engine parts) to develop an engine for the Anka.” Both TAI and TEI (Turkish Engine Industries) are owned by a military support fund.

The engine problem occurred at a time when defense procurement authorities are preparing to sign a contract for the acquisition of 10 ANKAs. Separately, the Turkish police force is also preparing to place an order for the Anka.

Before the engine snag, another problem had delayed the Anka program. A locally-developed electro optical sensor, by military electronics firm Aselsan, did not fit Anka’s specifications and TAI was mulling to opt for a foreign pod.

Avic said in August that it was merging Thielert into its Continental Motors division and was giving up military business. Deliveries had stopped, the state-run Chinese company announced.

Thielert was supplying engines for aircraft including a U.S. Army version of the General Atomics Predator. General Atomics has acquired the engine data package and intends to continue production and support.

The ANKA had successfully passed acceptance tests late in January. The final, decisive tests on Jan. 20-21 involved a full endurance, 18-hour flight, successful auto landing, data link performance at a distance of 200 km (approx. 120 miles) under winds up to 45 knots, and night take-offs and landings. The ANKA has so far did more than 150 flight hours. There is a possibility that TAI could develop a satellite-controlled version of the ANKA, company officials say.

A defense industry expert said that finding a new engine supplier may not resolve the entire problem. “Any new engine will have to be fitted into the Anka which was designed for the Thielert engine. This will require new (engine) integration work. New tests should also be done,” he said.

Milgem, Anka attract Brazil’s Interest

Turkey’s achievements in the defense industry in recent years continue to attract potential new partners such as Brazil, a leading emerging economy.

The potential for cooperation in a good number of projects in the defense industry is expected to be discussed by top-level officials from both sides as Celso Amorim, Brazilian minister of defense, is in Turkey on the occasion of the activation of the office of a military attaché at the Brazilian Embassy in Ankara.

I think we will discuss seven or eight [projects] and then concentrate on two or three of the projects, Amorim told Today’s Zaman on Monday. Buying arms from one another may also come onto the agenda, but the minister particularly stressed the potential for cooperation in joint projects, but noted that it is not possible at this stage to state which projects the two countries may work on together.

For its part, the South American country is ready to cooperate with Turkey in areas in which it is stronger than Turkey, such as light fighter and civilian jets. Brazil has also been developing its own unmanned aerial vehicles with the help of the Israeli Elbit Systems. Brazil is very good at civilian airplanes, stated Amorim, who sounded hopeful about cooperation, but also noted that the two countries are at present at the learning stage, trying to get to know each other’s capabilities better. 


Satellites may also turn out to be a potential field of cooperation between the two countries. Turkey has been making efforts to produce its own satellite, a field where Brazil, having already produced its own satellite some years ago, is stronger than Turkey. Even satellites. Maybe we can look at it [for possible cooperation as well], the minister commented.

Turkey, having assigned a defense attaché to Brazil three years ago, is also eager to improve defense ties with South America’s largest economy. In an effort to boost bilateral ties, Turkish Minister of Defense smet Ylmaz also paid a visit to Brazil last year. 


As part of the strengthening of relations between the two countries, the exchange of cadets and officers may also come onto the agenda. Noting that courses are usually offered in English at academies of most armed forces in the world, Amorim stated, So, we can receive people from your war colleges, [defense] academies and vice versa. Amorim was received by President Abdullah Gül on Monday and is also expected, on Wednesday, to meet with Turkish Foreign Minister Ahmet Davutolu, with whom he is known to have very good personal relations. 


The Turkish defense industry has been developing by leaps and bounds in recent years. As per data from the Defense and Aerospace Industry Manufacturers Association (SaSad), the total industry turnover, including sale of items produced by the civilian aviation industry, reached $4.4 billion in 2011, while the total exports figure amounted to $1.1 billion in the same year. The defense-only figure, which is stripped of civilian aviation items, stands at $817 million. In 2012, defense industry exports, both civilian and military, rose to $1.262 billion, while the figure was only a little over $600 million in 2007, and $850 million in 2010. 


As per the strategic plan of the Undersecretariat for the Defense Industry (SSM) for 2012-16, the industry aims to increase yearly revenue to $8 billion and exports to $2 billion by 2016. Presently ranked 16th in terms of turnover, the industry hopes to place in the top 10 in the world by 2023, the centennial of the foundation of the Turkish Republic. Turkey is also working towards the domestic production of fighter jets, with the first test flight expected to take place in 2023.

Did Israel Use a Turkish Military Base in Latakia Attack?


This story keeps getting weirder and more interesting: RT (formerly Russia Today) reports based on a “reliable source” that Turkey allowed Israeli air-force jet bombers to use one of its military bases to attack the Syria port of Latakia, where the government had stored Russian-made Yakhonts anti-ship missiles. Israel believed the armaments were destined for Hezbollah, which would use them in the next war in Lebanon to neutralize Israel’s naval forces. For a discussion of the weapons system and the role it might play in such a battle, read this report.

 Given that this story keeps getting curiouser and curiouser, I believe the story is very possibly true. So now we have to ask ourselves a number of questions:

Why would a Turkish government nursing a deep grudge against Israel for killing 9 of its citizens in the Mavi Marmara massacre, all of a sudden turn around and lend an air base for an attack on a third country? Further, why would Turkey cooperate with Israel in attacking Syrian missiles destined for Hezbollah? Turkey has no quarrel with the Lebanese militant group.

There are several answers. Turkey is opposed to the Assad government and anything that will weaken it may cause Turkey to relax its former animosity toward Israel. Also, Hezbollah has escalated its involvement in the Syrian conflict by sending thousands of its fighters to capture Qusayr. This would be a way for Turkey to make the Islamist group pay a steep price for its intervention. It would be yet another way for both Israel and Turkey to say to Assad that he faces a looming alliance among former enemies who are now united (at least covertly) in their opposition to his rule.

 Second, if Israel wanted to attack Syria without violating its airspace it could just as easily have flown north from Israel to a point west of Latakia and attacked from the Mediterranean. Why did the Israeli air force feel it needed to attack from Turkey? The answer may lie in the fact that attacking from Turkey would allow Israel to attack from the north rather than the west. Syria would not have expected an attack on Latakia from the north and therefore might not have defended against it. This would give the Israeli attackers an element of surprise.

If this account is true, it proves that Middle East relations are based far more on shared interests than on principles. In other words, pragmatism and even cynicism is the rule of the day. Turkey, which trumpets its dedication to the Palestinian cause and its implacable opposition to Israel’s Occupation, can do the unthinkable and allow Israeli military forces to use its sovereign territory to attack an enemy. So much for the notion of Muslim solidarity. And so much for the Islamist criticism of Muslim states (Saudi Arabia, etc.) that allow non-Muslim military forces (U.S., etc.) to attack fellow Muslim states, thereby betraying Islam.

For Erdogan, the opportunity to bloody Assad’s nose trumped all those considerations. The other problem with Turkey’s decision is that it will give Israel the impression that since Turkey granted access to its military bases, it will also fold regarding its support of the Palestinians.

Alternately, we may see that Israel retracts its opposition to paying $1-million to each of the families of the victims of the Mavi Marmara attack. Israeli capitulation on that score may signal a quid pro quo for Turkey’s help in attacking Latakia.

One way to gauge this is by whether Erdogan follows through on his commitment to visit Gaza. He was supposed to come last month. But the turmoil in both Egypt and Turkey caused a delay. If he does visit Gaza Israel should know this alliance is extremely tactical and targeted at a very narrow range of issues. If he doesn’t, then we’ll know that Israel has succeeded in co-opting yet another opponent of Occupation.


Finally, it’s interesting that the source for this report is a Russian media outlet. Remember that Russia’s missiles were targeted and destroyed in Israel’s attack. Vladimir Putin has not responded in any way to this. Alex Fishman, in yesterday’s Yediot, took his silence as a confirmation that Putin is at heart nothing but a cynical weapons merchant who doesn’t care what happens to his weapons as long as he’s paid for them. As with so much of what he wrote in that article, I think it’s a crock.

Israel’s attack is an affront not only to Hezbollah and Assad, but to Russia as well. Putin is not the disinterested arms dealer Fishman makes him out to be. There will be an accounting for this act of aggression by Israel. The only question is where and when and under what circumstances. If RT’s reporter learned her information from a Russian intelligence source, I wouldn’t be at all surprised.

Russia to Arm Warships with New Air Defense System

February 6 (RIA Novosti) – A naval version of the Tor short-range air defense system will be installed on all Russian warships, the manufacturer, Almaz-Antey Concern, said Thursday.

The new system, dubbed M-Tor, is a variant of the modernized Tor-M2KM system featuring modular assembly, high reliability and improved precision, according to Yuri Baykov, spokesman for Almaz-Antey.

M-Tor will gradually replace the outdated Kinzhal (SA-N-Gauntlet) systems, which have been in service since 1989, Baykov said at the DEFEXPO INDIA-2014 exhibition in New Delhi.

He also said Russia will offer Tor-M2KMs to India as part of the recently announced tender for 52 short-range air defense systems to form two missile regiments in the Indian army.

Almaz-Antey will test a modified version of the Tor-M2KM in the spring, mounted on a wheeled chassis manufactured by India’s Tata Motors, the official said.

According to the company, Tor-M2KM is a highly versatile air defense system that can be mounted on a wide variety of platforms, including railway cars, rooftops and ships.

“This expands significantly the scope of its operational deployment, as the system could be used to protect stadiums from airborne attacks during large international sports events,” Baykov said.

The system can simultaneously detect 48 targets, track up to ten targets and engage four of them at the same time.

Turkey Pushes T-129 Gunships for Pakistan, but US Could Scupper Deal (Article)

ISLAMABAD AND ANKARA — Turkey is aggressively lobbying to give T-129 attack helicopters to Pakistan to replace its aging AH-1F fleet and is prepared to agree to generous terms with cash-strapped Pakistan to do so, according to sources.


However, the US could sink the deal and make a counteroffer of helicopter gunships to Pakistan that could be too good to refuse.

Pakistani media reports state a deal with Turkey could lead to local production of the T-129 at Pakistan Aeronautical Complex (PAC), but speculation that preparations are already underway to build a new helicopter production facility there could not be confirmed.

Turkey made its latest push during Pakistani Prime Minister Nawaz Sharif’s Sept. 16-18 visit to Turkey for the Third High Level Cooperation Council meeting. Sharif was given a demonstration of the T-129’s capabilities and a potential deal was discussed.

Turkish officials confirmed talks have “matured to a certain extent,” and Turkey remains committed to any possible deal, not only for financial benefits but also potential strategic gains.

“We see that both countries are keen to cooperate,” said one senior procurement official in Ankara. “We have a longer-term vision over any deal. We do not aim to win just one foreign contract but also view spillover benefits for the local industry. The Pakistani market may win international recognition for the T-129 and pave the way for future contracts.”

The official declined to comment on the modality of any deal.

However, a Pakistani source familiar with the negotiations said Turkey had offered to gift three T-129 helicopters to Pakistan with 2,300 items of spares. The T-129 variant in question was not clarified. The initial T-129A is being used for flight testing while the full specification T-129B is still under development.

Turkey followed the same approach in securing a deal for MKEK 155mm Panter howitzers with Pakistan in 2009. It is now produced in Pakistan by Heavy Industries Taxila.

However, a Turkish procurement official dealing with international agreements and financing voiced doubt over Pakistan’s ability to afford a deal.

“We know that Pakistan is not in the best financial shape. But this could be overcome with political will,” he said.

Salma Malik, assistant professor at the Department of Defence & Strategic Studies at Islamabad’s Quaid-i-Azam University, is uncertain, but not dismissive, saying this “depends on how and what kind of budgetary allocation the concerned offices have, and how they have outlaid it.”

A more serious potential obstacle, however, is obtaining US permission to export the LHTEC CTS800-4N engine powering the T-129.

A US industry source in Ankara said a US export license for the T-129’s engine would be critical. “This may require complex deliberations in Washington, involving many industrial and political parameters,” he said.

Brian Cloughley, former Australian defense attache to Islamabad, said Congress holds the key to the deal.

“It is most unlikely that either the White House or the Pentagon would attempt to deny an export license to Turkey for T-129 power plants and ancillaries, but the Defense Security Cooperation [Agency] is required to notify Congress of most proposed sales and obtain approval,” he said.

“Given the mood of Congress, it is extremely difficult to predict what they might or might not do. It takes only a couple of members or senators to demur, and the whole process could be halted. Everything depends on the political mood of the moment.”

Nevertheless, Turkey hopes the T-129 will be an export success.

In remarks carried by Turkish daily Today’s Zaman, Turkey’s procurement chief, Murad Bayar, said Sept. 23 that the T-129 attack helicopter “had strong export potential.”

The T-129 has been going through acceptance tests before deliveries for the Turkish military. Officials expect the first delivery to be made within the next few weeks.

“We may complete the delivery of the first nine helicopters by the end of the year,” Bayar said. “After these helicopters make their way into the Turkish inventory, I believe they will have strong chances for export.”

Azerbaijan is reportedly looking to buy 60 T-129 helicopters. Jordan’s King Abdullah, who was in Turkey in March, visited Turkish Aerospace Industries, co-maker of the T-129, and examined both the helicopter gunship and Turkey’s first locally-developed drone, the Anka.

Despite Turkey’s hopes, however, the US might try to tempt Pakistan with a deal for the AH-1Z Viper helicopter.

No one at the defense section in the US Embassy would comment on the matter, but details were confirmed by sources in Pakistan familiar with the deal.

Pakistan has been awarded US $300 million in foreign military financing for FY2013-2014, which could be used to procure the Viper attack helicopters, made by Bell.

This is part of a wider deal discussed during US Deputy Defense Secretary Ashton Carter’s trip to Islamabad on Sept. 17.

Cloughley, however, does not believe Pakistan will be tempted.

“I do not think that Pakistan would be tempted to ditch the T-129 deal if there were an offer of Vipers. There might be a good deal proposed by the US, but operating costs are high and would [argue] against acceptance. Further, and probably more significant, there is decided and most strong opposition in Pakistan to further deals with the US.”

Real-life Iron Man armor to be ready by June – US admiral

In an attempt by fact to imitate fiction, the US military’s “Iron Man” armor will take an important step towards reality in June, when multiple prototypes will be revealed and tested.
 According to a report by Defense Tech, Navy Admiral William McRaven said three prototypes of the TALOS – Tactical Assault Light Operator Suit – are currently being put together in the hopes that they’ll be ready for testing this summer. 

If everything goes according to schedule, McRaven said the TALOS could become operational by 2018. 

“That suit, if done correctly, will yield a revolutionary improvement in survivability and capability for special operators,” McRaven said Tuesday at a military conference in Washington, DC.

Although the prototypes scheduled for June will be unpowered, the military’s wish list of TALOS features is ambitious to say the least. As RT reported last year, the suit is being designed primarily with defense in mind and will likely include liquid armor, a synthetic substance being developed at the Massachusetts Institute of Technology. This material has the capability to shift from a liquid state to a solid within milliseconds, making the suit’s wearer essentially impervious to gunfire. 



Should an operator suffer an injury anyway, the suit will be capable of monitoring the individual’s health vitals and other information using a built-in system that rests against the skin and provides its own supply of heat, air, and oxygen. There are additional plans to incorporate a “wound stasis” program that could stop bleeding by spraying some kind of medical foam onto an injury. 

In addition to boasting new technology that would enhance the operator’s awareness on the battlefield, TALOS could also be equipped with offensive capabilities, such as the “full-body ballistic projections” noted by the military last year. 

According to Defense Tech, these Iron Man suits are currently being developed by a wide range of organizations: about 56 different corporations, 16 government agencies, 13 universities, and 10 national laboratories. 


If successful, McRaven believes TALOS could potentially give the United States a “huge comparative advantage over our enemies and give our warriors the protection they need.”
 
This isn’t the only futuristic suit being developed by defense companies, though. Lockheed Martin has also been hard at work on an exoskeleton dubbed HULC (Human Universal Load Carrier), which grants increased mobility and the ability to transfer up to 200 pounds of weight off the user’s body.

TEHRAN (FNA)- The United States is afraid of attacking Iran since it knows that its aircraft carrier with thousands of sailors and crews will easily sink in the Persian Gulf in case it dares to launch a military attack against Iran, Islamic Revolution Guards Corps (IRGC) Navy Commander Rear Admiral Ali Fadavi said Sunday.
 “The Americans can sense by all means how their warships will be sunk with 5,000 crews and forces in combat against Iran and how they should find its hulk in the depths of the sea,” Fadavi said, explaining why Washington's war rhetoric against Iran is nothing but empty boastful words.

He said since the very first day that the US warships entered the Persian Gulf, the IRGC Navy has formed and evolved all its capabilities, trainings, structures, organizations and weapons on the basis of Washington’s threats, and added that the IRGC vessels in the region are monitoring the slightest moves made by the Americans.

Fadavi said the Americans might be able to hide themselves in their bases in certain Muslim countries of the region if they are faced with Iran’s crushing response, “but they cannot hide themselves in the sea since the entire Middle-East region, the western Europe, the Persian Gulf, the Sea of Oman and the Strait of Hormuz are monitored by us and there is no place for them to hide”.

In relevant remarks in January, Lieutenant Commander of the IRGC Brigadier General Hossein Salami underlined Iran’s capability to display different initiatives in the battlefield, and said the enemies cannot assess the country’s operational and tactical power.

Salami described the tactics used by the Iranian commanders and soldiers during the 8-year Iraqi-imposed war on Iran (1980-1988) as a proper role model for the new generation, and said during the war Iran used different initiatives and tactics to defeat the enemy despite being faced with an acute shortage of weapons and equipment.

“Therefore, the enemies will never be able to assess our operational and tactical power,” he stressed.

The IRGC is responsible for the security of the Persian Gulf. In 2008, Major General Yahya Rahim Safavi, former commander of the IRGC and the current military advisor to the Supreme Leader of the Islamic Revolution, declared that the responsibility for defending the Persian Gulf had been handed over to the IRGC.

He warned that the IRGC would seal the strategic Strait of Hormuz in case the US launches any attack on Iran's nuclear installations.

Iran's naval power has even been acknowledged by foes. In a Sep. 11, 2008 report, the Washington Institute for the Near East Policy said that in the two decades since the Iraqi imposed war on Iran, the IRGC has excelled in naval capabilities and is able to wage unique asymmetric warfare against larger naval forces.

According to the report, the IRGC Navy has been transformed into a highly motivated, well-equipped, and well-financed force and is effectively in control of the world's oil lifeline, the Strait of Hormuz.

The study says that if Washington takes military action against the Islamic Republic, the scale of Iran's response would likely be proportional to the scale of the damage inflicted on Iranian assets.

Pakistan, which has being working on drone technology and much of the its past decade has sought to acquire unmanned aerial vehicles (UCAV), a platform used by the US in Pakistan despite numerous protests by the government, has started export of drone parts.
On Monday, officials at the Pakistan Aeronautical Complex (PAC), Kamra handed over the first batch of parts created for the Turkish UAV (ANKA) to the Turkish Aerospace Industry (TAI) in a ceremony held during the International Defence Exhibition and Fair (IDEF) at Istanbul, Turkey. 

DARPA developing ultimate web search engine to police the internet

The Pentagon’s research arm that fosters futuristic technology for the military will soon begin working to surpass current abilities of commercial web search engines. Yet, once it masters the “deep Web,” the agency doesn’t say much about what comes next.
 
The Defense Advanced Research (DARPA) said its “Memex” project will be able to search the far corners of internet content that is unattainable by modern, mainstream search engines, offering DARPA “technological superiority in the area of content indexing and Web search on the Internet.”


 DARPA said earlier this month in its solicitation announcement for Memex proposals that the system will initially be used to counter human trafficking, which often thrives in web forums, chat rooms, job postings, hidden services and other websites. 

To root out trafficking operations within the invisible corners of the web, commonly referred to as the “deep web,” Memex (a melding of "memory" and "index”) “will address the inherent shortcomings of centralized search by developing technology for domain-specific indexing of Web content and domain-specific search capabilities.”
 
With Memex, DARPA hopes to achieve the ability for decentralized, automated, topic-precise searches that can leverage image recognition and natural language technology. 

DARPA has asked researchers to develop advanced web-crawler software to reach sites and resources that have sophisticated crawler defenses. Memex operators would then be able to access the indexed domain-relevant content with much greater precision and ease than is currently possible. 

Memex, DARPA says, will be first employed against human trafficking, which, “especially for the commercial sex trade, is a line of business with significant Web presence to attract customers and is relevant to many types of military, law enforcement, and intelligence investigations.”
 
DARPA says that dark places online where trafficking occurs enables “a growing industry of modern slavery” that can be stopped with Memex capabilities. 

“An index curated for the counter trafficking domain, including labor and sex trafficking, along with configurable interfaces for search and analysis will enable a new opportunity for military, law enforcement, legal, and intelligence actions to be taken against trafficking enterprises,” DARPA’s solicitation announcement reads.

 Yet while DARPA mentions the usefulness of such technology for law enforcement and investigative purposes regarding human trafficking – basically, crimes few are opposed to stopping – it does not address the myriad other uses Memex would offer the US military, government intelligence operations, or police actions. 

Amid the recent disclosures of government spying via the National Security Agency’s operations, the topic of complete surveillance over the entirety of the web is a sore subject. Thus, DARPA says it is "specifically not interested in proposals for the following: attributing anonymous services deanonymizing or attributing identity to servers or IP addresses, or gaining access to information which is not intended to be publicly available."
 
How DARPA would catch traffickers without “deanonymizing” someone, though, the agency does not explain. Nor does it address just how far it wants to out anyone hiding in the deep web for legitimate reasons, whether they are journalists, whistleblowers, activists, and the like. 

The Memex project takes its name from a 1945 article in The Atlantic titled “As We May Think,” by Dr. Vannevar Bush, head of the White House Office of Scientific Research and Development. Bush envisioned a "device” that could be used for finding and categorizing the world’s information, acting as a supplement for the human brain. 

“In a nutshell, Bush wanted to mimic how the human brain thinks, learns, and remembers information,” writes Motherboard. “Which is exactly what artificial intelligence researchers at the DoD and in Silicon Valley are trying to do now, to glean better insights from the unruly army of big data being collected by web giants and the military alike.”
 
The Memex project is expected to run over the next three years, with proposals due in April.

Nuclear fusion breakthrough: US scientists make crucial step to limitless power

A team of scientists in California announced Wednesday they are one step closer to developing the almost mythical pollution-free, controlled fusion-energy reaction, though the goal of full “ignition” is still far off.

Researchers at the federally-funded Lawrence Livermore National Laboratory revealed in a study released Wednesday in the peer-reviewed journal Nature that, for the first time, one of their experiments has yielded more energy out of fusion than was used in the fuel that created the reaction.

In a 10-story building the size of three football fields, the Livermore scientists “used 192 lasers to compress a pellet of fuel and generate a reaction in which more energy came out of the fuel core than went into it,” wrote the Washington Post. “Ignition” would mean more energy was produced than was used in the entire process. 

"We're closer than anyone's gotten before," said Omar Hurricane, a physicist at Livermore and lead author of the study. "It does show there's promise."
 
The process ultimately mimics the processes in the core of a star inside the laboratory’s hardware. Nuclear fusion, which is how the sun is heated, creates energy when atomic nuclei fuse and form a larger atom. 

"This isn't like building a bridge," Hurricane told USA Today in an interview. "This is an exceedingly hard problem. You're basically trying to produce a star, on a small scale, here on Earth."
 
A fusion reactor would operate on a common form of hydrogen found in sea water and create minimal nuclear waste while not being nearly as volatile as a traditional nuclear-fission reactor. Fission, used in nuclear power plants, works by splitting atoms.
Hurricane said he does not know how long it will take to reach that point, where fusion is a viable energy source. 

"Picture yourself halfway up a mountain, but the mountain is covered in clouds," he told reporters on a conference call Wednesday. “And then someone calls you on your satellite phone and asks you, ‘How long is it going to take you to climb to the top of the mountain?’ You just don’t know.”
 
The beams of the 192 lasers Livermore used can pinpoint extreme amounts of energy in billionth-of-a-second pulses on any target. Hurricane said the energy produced by the process was about twice the amount that was in the fuel of the plastic-capsule target. Though the amount of energy yielded equaled only around 1 percent of energy delivered by the lasers to the capsule to ignite the process. 

“When briefly compressed by the laser pulses, the isotopes fused, generating new particles and heating up the fuel further and generating still more nuclear reactions, particles and heat,” wrote the Washington Post, adding that the feedback mechanism is known as “alpha heating.”
 
Debbie Callahan, co-author of the study, said the capsule had to be compressed 35 times to start the reaction, “akin to compressing a basketball to the size of a pea,” according to USA Today. 

While applauding the Livermore team’s findings, fusion experts added researchers have “a factor of about 100 to go.”
 
"These results are still a long way from ignition, but they represent a significant step forward in fusion research," said Mark Herrmann of the Sandia National Laboratories' Pulsed Power Sciences Center. "Achieving pressures this large, even for vanishingly short times, is no easy task."
 
Livermore is the site of the multi-billion-dollar National Ignition Facility, funded by the National Nuclear Security Administration. Fusion experiments aren’t the only function of the lab; for example, it also studies the processes of nuclear weapon explosions. 

Long-pursued by scientists dating back to Albert Einstein, fusion energy does not emit greenhouse gases or leave behind radioactive waste. Since the 1940s, researchers have employed magnetic fields to contain high-temperature hydrogen fuel. Laser use began in the 1970s. 

"We have waited 60 years to get close to controlled fusion," said, Steve Cowley, of the United Kingdom's Culham Center for Fusion Energy. He added scientists are "now close" with both magnets and lasers. "We must keep at it."
 
Stewart Prager - director of the Princeton Plasma Physics Laboratory, which studies fusion using magnets - told the Post he was optimistic about fusion energy’s future. 

“In 30 years, we’ll have electricity on the grid produced by fusion energy – absolutely,” Prager said. “I think the open questions now are how complicated a system will it be, how expensive it will be, how economically attractive it will be.”
