ISI Most Powerful Spy Agency in the World: Former RAW Chief

In the first admission of its kind, former chief of India’s premier spy agency (RAW) said Pakistan’s spy agency, Inter Services Intelligence (ISI), is the most powerful in the world.

“The most powerful intelligence agency is either KGB which no more exists or ISI, because they are very anonymous”, AS Dulat said, while addressing a session at the Times Lit Fest in New Delhi.

When asked to rate RAW against the spy agencies of the rest of the world, the former spy master said, “I believe we’re as good as anybody else. We don’t have technical abilities but are fast catching up.”

Dulat also upheld that he hasn’t exposed any secrets in his book titled “Kashmir: The Vajpayee Years” and only expressed his views on matters already dominating the public domain.

Earlier in July, in another startling revelation, Dulat admitted Indian intelligence agencies have over the years paid militants and separatists, along with mainstream politicians and political parties in Indian Kashmir to compete with Pakistan’s spy agency, ISI. “So what’s wrong? What is there to be so shocked or scandalised by. It’s done the world over,” Dulat had said, while speaking to NDTV’s Barkha Dutt.

Hindustan Aeronautics has carried out hot-and-high flight testing with its Light Combat Helicopter (LCH).

The work took place recently from the northern Indian city of Leh, and saw the helicopter conducting flights at elevations ranging from 3200-4800m, says Hindustan Aeronautics (HAL).

Tests saw the aircraft operating “under extreme weather conditions at different altitudes.”

The aircraft involved was the third LCH prototype, designated TD-3, and temperatures experienced during the tests ranged from 13-27C. During the trials the helicopter was configured with a electro optical pod, rocket launchers, its 20mm cannon turret, and air-to-air missile launchers.

HAL adds that the LCH was able to take off and land at high altitudes carrying “reasonable amounts of weapons and fuel.”

Given India’s diverse geography, the LCH has been tested in a number of environments, including high-altitude cold weather conditions, sea level tropical conditions, and hot and dry conditions.

HAL expects to produce 179 examples for the Indian military, but the programme has suffered from delays.

With a maximum take-off weight of 5.8t, the LCH is a development of HAL's Dhruv advanced light helicopter. France's Turbomeca helped develop the helicopter's twin Shakti engines.
Key features include low observable characteristics, a glass cockpit, armour protection, crashworthiness and the ability to operate at night. Mission systems include a helmet-mounted sight, electronic warfare system, directional infrared countermeasure/laser transmitter, a datalink and an infrared suppressor.

According to HAL, the helicopter will be able to carry missiles for a variety of missions, including air-to-air, air-to-surface, and anti-radiation.

First JF-17 Export Order Will Boost Fighter's Market

Analysts say confirmation of the first JF-17 Thunder export order could encourage other potential buyers to step forward, but they acknowledge many factors could complicate a deal. Analyst and former Air Force pilot Air Commodore Kaiser Tufail is optimistic that JF-17 will now attract further customers.

“I am sure that after the deal that has been signed with the hitherto unknown ‘Asian’ country, the aircraft sales will surely get a big boost, and many Asian and African countries might be interested in it,” he said.

The customer in question is believed to be Myanmar, and the head of the country’s Air Force, Gen. Khin Aung Myint, was in Pakistan at the end of May for a four-day visit at the invitation of the Pakistan Air Force. He met senior defense officials and toured various bases and installations, though little more was said about the trip at the time.

Details, such as cost and the number of aircraft involved, are not known, but deliveries are expected to commence in 2017, according to information made available by Air Commodore Khalid Mahmood, head of the Air Force’s sales and marketing effort for the aircraft type. When Defense News asked Mahmood if he thought potential customers would be encouraged by the deal, he was optimistic, but also realistic.

“The first deal will certainly encourage other potential customers to conclude deals with us,” he said.

“However, it is difficult to give a timeline because there are many variables and mostly they depend on the customer countries. Sometimes it seems that the deal is around the corner but because of reasons like political instability in the country or in the neighborhood or for some other reasons, the timelines are pushed.

“So one is never sure unless the contract is inked,” he added.
